A deck that aims to control the board by disrupting the opponent's mana base would benefit from including Scorched Earth, especially in a land destruction strategy. However, there are more efficient land destruction cards like Stone Rain or Molten Rain that provide a similar effect without the need to discard lands, making them better choices in most scenarios. Scorched Earth could see play in specific niche strategies, but overall, there are better options available in most cases.
